An active calendar uses one of the plan’s calendars, so this counts
like creating one. At the plan’s calendar limit the request is
rejected with 402, plan_limit_exceeded, and the calendar stays
inactive.
Reactivating a calendar that is already active changes nothing and answers 204, also at the limit.
